News reports out of St. Louis report that a man was hospitalized when a car struck him while he walked his bike in the 600 block of Carlyle in Belleville, Illinois. Whether a person is riding their bike or walking it, a driver in Illinois has to follow the Rules of the Road and has the duty to "keep a proper lookout." Based on the news report it sounds like the driver did not see the bicyclists and could potentially be liable in a civil claim.
